Migration, Integration, and Shared Responsibility
Migration policy was another focal point at Cyprus Forum 2025, where officials and experts debated how to balance humanitarian obligations with national interests. Deputy Minister of Migration and International Protection Dr Nicholas A. Ioannides presented a pragmatic approach, emphasising the importance of realism, effective integration, and international cooperation. He revealed that more than 150,000 non-EU nationals now live legally in Cyprus, underscoring the country’s evolving demographic and social landscape.
The discussions highlighted education, labour inclusion, and protection of human rights as key priorities for ensuring social cohesion. The UNHCR and local civil society representatives called for sustainable frameworks that uphold both national security and international law. Cyprus’s strategic position — bridging Europe, the Middle East, and Africa — was portrayed as both a challenge and an opportunity to lead in migration governance and refugee protection.
